added tracker for categories

time to start planning the useability upgrades for categories module
I added a tracker today to start filing more bugs as I think of them. The bug I filed today is on the "Add Category" form with the badly placed batch subform right underneath it - very confusing to new users as there are two competing submit buttons on the form.
More bugs coming, if you have any suggestions please a comment or file a bug/feature request.
